Mulroy is a chief of environmental compliance at New York City Department of Environmental Protection, Bureau of Engineering, Design & Construction. He previously served the agency as deputy chief of compliance for Bureau of Water Supply.

He holds a bachelor's degree in civil engineering from Syracuse University and a master's degree in environmental engineering from Manhattan College.
